Struct LocalFoundation 

pub struct LocalFoundation(pub u32);

A local candidate’s foundation (§5.1.1.3).

A decimal counter over the distinct tuples §5.1.1.3 defines, allocated in the order candidates are gathered, because the value itself is arbitrary — RFC 8839 §5.1 wants 1*32ice-char and RFC 8445 gives the value meaning only by equality. A hash would satisfy the same grammar and be longer on the wire for no gain.
