A candidate pair’s foundation: §6.1.2.6’s “combination of the foundations of the local and remote candidates in the pair”.
It exists only to be compared. §6.1.2.6 unfreezes exactly one pair per foundation and §7.2.5.3.3 unfreezes every pair sharing the foundation of one that just succeeded, so a wrong answer here makes ICE either check far too much or check nothing at all.
